MONT PLEASANT BID TO MOBILIZE BOGGED DOWN WITH RED TAPE.(CAPITAL REGION)

During the first meeting of the new Mont Pleasant Citizen Task Force last week, members made little headway toward the goal of neigh- borhood revital- ization due to organi- zational minutia.

Temporary Chairman Jay Sherman, city development director, became bogged down trying to sort out such yawn-enticing matters as seeking recruits to put together a set of by-laws and volunteers to serve on committees and sub-committees.

Some of the 17 task-force members present became restless because it was clear they were eager to begin trying to reverse the downward slide of the city's largest neighborhood.

The Rev. Carl Urban interrupted the humdrum. ``You're building a huge superstructure instead of getting to the meat of the problem,'' Urban told Sherman. ``In order to construct a cathedral you need material and action.''
